Below are program documents and guides to assist with your planning and preparation for the State Conferences. These various documents are online in our MOYAG Google Drive.

- Judicial Resources: This folder includes the program guide, appellate court overview, appellate case, etc.
- Legislative Resources: This folder includes the program guide, bill writing guide, leadership guide, etc.
- Advisor Resources: This folder includes an Advisor Guide, with important information about adult roles within YAG. There is also a Program and Delegation Guide, which includes helpful tips on how to structure a delegation, ideas for meetings, and more.
- Conference Manuals: This folder includes the current Conference Manual and past manuals.
Judicial Resources
The Judicial program requires preparation before the State Conference on the part of each student in order to be successful. When you come to the State Conference, students need to be well prepared to try the case. The Judicial Program Guide provides an explanation of how the program works.

- Judicial Program Guide: Provides an overview of the program, along with detailed information about the appellate court structure. This guide should be reviewed by all advisors and students prior to getting started on trial preparation.
- 2024 Appellate Case: Case that all students should use in preparation for the State Conference. This file includes the case law to be used in developing arguments for both sides of the trial.
- Past Cases: Cases from the past few years are online for students to use as practice cases.
- Sample Case Preparation: Review the structure of an argument made by one of our YAG attorneys for the 2022 case.
- Judicial Video: This is a five-minute overview of the structure of an appellate trial at YAG, put together by YAG leadership.
Legislative Resources
Legislative students are responsible to taking necessary action to determine an area of needed state legislation — a new law, resolution, or constitutional amendment that creates, amends, and/or repeals statutes within the framework of Missouri law. Students then construct and submit their complete legislative efforts in proper form and compile information to support the proposed legislation. Each legislator must author a bill. Representatives may co-author a bill, however there is a limit of two authors per bill. Senators may not co-author bills. Each legislator must submit a proposed piece of legislation to the State Office on or before the deadline date in order to attend the State Conference.

- Legislative Program Guide: Provides an overview of the program, outlines the steps involved in writing a bill, including deciding on an idea, researching your bill, and putting it all together.
- Legislative Leadership Guide: This guide is helpful for students who are serving in a leadership role within the Legislative Program. It contains an overview of the committee process, along with many helpful tips for the program officers.
- Bill Writing Worksheet: This worksheet can assist with taking an idea and turning it into a bill for the State Conference.
- Format of Debate: This is an outline overview of debate in committee and chamber.
- Rules of the General Assembly: These rules govern how the House and Senate chambers function at YAG.
- Bill Submission Form: All Legislative participants must file a bill with the State Office by the stated deadline. If two students are co-authoring a bill, only one form needs to be completed. Any bills submitted after the deadline may not be accepted and the student may be dropped from YAG. Please review the Legislative Program Guide for an overview of the bill format and tips on how to write a bill.
