Middle School State Conference

Missouri YMCA Youth and Government (MOYAG) Middle School Program is a student-driven simulation of state government for students in Missouri Grades 7-8. Beginning in the winter of each year, students come together in their local delegations to choose their roles, register for MOYAG, and prepare for the State Conference. At the State Conference in early April, students create their version of state government. Delegations meet in committees and chambers to debate the legislation they have written, and student leaders guide the proceedings. Participants build the public speaking, teamwork, and civic knowledge that carry into the high school program.

The registration fee is $350/student. However, students are encouraged to fill out the Financial Assistance Application if they in any way view the fee as a barrier to access.

Advisor Delegation Count Registration Form | (Will be posted January 8th, Due February 12th)
Delegation advisors complete this form to detail what State Conference their delegation will be attending and the names of students they plan on bringing.

Student Registration Form  |  (Will be Posted February 12th, Due March 5th)
Students must complete this online form to register for Youth and Government.

Financial Assistance Application  |  (Will be Posted February 12th, Due March 5th)
Youth and Government will be offering financial assistance, ranging from $50 to $300 to offset program fees. Students applying for financial assistance must complete this online application by the stated due date.

Adult Registration Form | (Will be Posted February 12th, Due March 19th)
All adults must complete this online form to register for YAG.

Legislation Submission Form | (Will be Posted March 5th, Due March 19th)
Students will submit bills for debate to the state conference here. Please see the “Program Resources” section for additional details on bill format and preparation.

  • Legislative Curriculum – All slides, activities, and teaching instructions
  • Legislative Resources – Guides, handouts, and rules surrounding the legislature, often referenced and used within the curriculum as well as the State Conference
  • Safety and Conduct Forms – Forms for easy and early access, due to conference organizers by March 19th
